Highland Springs is a census-designated place in Henrico County, Virginia, located east of the city of Richmond. The community was founded in 1890 by Edmund Sewell Read, who platted a grid of streets on rolling terrain along what is now Nine Mile Road. Unlike many surrounding suburbs, Highland Springs was developed at the streetcar era's inception, and its street grid reflects that period's compact pattern rather than the cul-de-sac layouts of later twentieth-century suburban expansion.
The Richmond and Henrico Electric Railway once connected Highland Springs to downtown Richmond. The line disappeared by mid-century, but remnants of the old right-of-way are still visible. The community retained a small-town character longer than most of Henrico, with a defined main street along Nine Mile Road that still includes older commercial buildings, churches, and civic structures. Highland Springs High School serves much of the area and has a long athletic tradition.
Like other Henrico CDPs, Highland Springs is unincorporated. Henrico County provides all municipal services, including police, fire, and schools. The Richmond International Airport sits a few miles south. The community's demographics skew more African-American than the overall Henrico County population, and the area is part of one of the county's designated historic districts.
