Penn Hills is a home-rule municipality in Allegheny County, directly east of Pittsburgh. With a population of approximately 41,000, it is one of the largest municipalities in the county outside of Pittsburgh itself. The community became a first-class township in 1958 and adopted home-rule status in 1973. Penn Hills abuts Pittsburgh, Monroeville, Plum, and Verona, and takes in a hilly terrain cut by small creeks flowing toward the Allegheny River.
Residential development in Penn Hills accelerated in the 1950s and 1960s as Pittsburgh's eastern suburbs expanded. The housing stock is predominantly single-family detached homes built during that period, with mid-century colonials, ranches, and splits on winding streets. Parts of the community, particularly Lincoln Park and the older sections near Frankstown Road, predate the postwar boom and contain earlier stone and brick housing.
The Penn Hills School District serves the community. Penn Hills Senior High School, rebuilt with a new facility in 2010, replaced earlier separate buildings. The Boyce Park, a large Allegheny County park on the eastern edge of the municipality, offers hiking, skiing, and wave pool recreation.
