Boulder City was built in 1931 by the federal government to house workers constructing Hoover Dam, which was then called Boulder Dam. The town was planned by Dutch urban designer S.R. DeBoer and laid out on a gridded hillside overlooking the construction site. For its first decades it functioned as a federal reservation under the Bureau of Reclamation, with federal authorities prohibiting alcohol and gambling inside town limits.
Control of the town transferred from the federal government to local self-governance in 1958, and Boulder City incorporated as a Nevada municipality in 1960. Crucially, the new city charter retained the prohibition on gambling established under federal administration. Boulder City remains one of only two Nevada municipalities that bars gambling (the other being Panaca, an unincorporated Mormon settlement in Lincoln County). This status makes it a notable exception in a state built on casino revenue.
The Hoover Dam Bypass, officially the Mike O'Callaghan–Pat Tillman Memorial Bridge, opened in 2010 and diverted through traffic around the dam along U.S. 93. The Hoover Dam itself continues to generate hydroelectric power and is administered by the Bureau of Reclamation. Lake Mead National Recreation Area borders Boulder City on the east and south. The population is approximately 15,500.
