Lockwood: Unincorporated Community Across the Yellowstone
Lockwood is a census-designated place on the east side of the Yellowstone River across from Billings. The community developed as an agricultural and later industrial area outside the Billings city limits and remains unincorporated under Yellowstone County government. Lockwood has its own school district but shares most other services with the Billings metropolitan area, including water supply and medical access.
Most of the Billings-area refining and petrochemical infrastructure sits in or adjacent to Lockwood. The ExxonMobil refinery occupies a large parcel on the Yellowstone's east bank, and rail lines, pipelines, and tank farms define much of the local industrial landscape. Interstate 90 crosses the river at the community's southern edge and carries through-freight from points east. Attempts to incorporate Lockwood as a separate city have been discussed over the years but never succeeded at the ballot box.
